Support `localstorage` for Records data-store #4

Allows persisting data-store
Won't need to refetch data whenever the page is reopened.
Both pro and con though is that data is shared across tabs, "by default".

I'm very much to open to suggestions and discussions, and possible implementations; let me know :)
