Overview of the Issue: Fixate navigation bar menu so that the navigation bar is visible at all times during user navigation through the web page.
Motivation for or Use Case: If not fixated, the navigation bar is useless after first click.
Version(s): N/A, refers to web page only.
Browsers and Operating System: All browsers.
Reproduce the Error: Model template also has this issue.
Related Issues: N/A
Suggest a Fix: Working on a fix to commit.
