With new archive feature, order of bins can be wrong if archived bit is recent.

The order of the bins should be based on most recent bin, but if you archive the first bin in a group, the order is technically incorrect.

Fix should be on server-side - not required on client-side.

@PhUU suggested just ignoring the timestamp in the ordering when the archive flag is present.
