You might want to compare to other cities to see if this is a national trend or if it's unique for NYC.

You could make a timeline with interventions by the city government, and see if those interventions have had any impact in particular.

That's interesting! The final chart could maybe highlight that the y-axis doesn't start at zero (maybe with a little cutout). Also I would be interested whether the data is only household-supply-consumption or overall city-consumption, so that government would have a greater influence on cutting consumption. And I agree with Harsha to look out for factors that may have induced the drop.

Great feedback! I'd also take a look at making this per capita since more people would imply more water, and the population of NYC has definitely changed over that time. If you can editorialize something in the headline I'd definitely hop on that, too!
