File transfer not possible during video chat

Expected behavior

All operations possible outside a video chat should also be possible during the video chat.

Actual behavior

File transfer is not possible as there is no menu item (and drag&drop only works starting in JSXC 4.0)

Steps to reproduce the behavior

1. Start video chat
2. Try to find a way to send a file
3. Fail

Adding the "more" menu would solve this problem.

Environment

• JSXC version: 3.3.2
• Host system and version: Nextcloud 12
• Browser vendor and version: Firefox 58
