support vty >= 5.25 #9

Currently tart has an upper-bound on vty which prevents it building with recent vty.
It would be nice to be able to build with recent version, eg Fedora ships 5.25.1 currently.

As of yesterday, the upper bound on Vty has been relaxed on master, in case you want to build from the Git repo. I don't have a clear plan on when I plan to push that to Hackage, though.

Thanks - now tart-0.2 can build in lts-15 👍

Seems to build fine with vty-5.28.

Same is also true for brick-0.57, so you could probably drop that upper bound too. :-)

I am not going to drop that upper bound, but I would be happy to raise it from time to time.

I've raised the bound on master. In order to allow the brick dependency to not cause issues for library-only users (since only the tart tool needs brick), I've added a new libonly cabal flag to allow users to build tart as a library only in order to avoid those other dependencies.
