Add support for setting layer transparency in viewer options

Add redux action for setting layer transparency
Add redux state for storing layer transparency
Have connected map viewer subscribe to this layer transparency state and pass the information down to the wrapped MapViewerBase
Add componentWillReceiveProps hook in MapViewerBase to apply latest transparency settings from above
