As a result the contrail-vrouter-agent service does not come up

it is just default to eth0 - added a patch to automatically detect to default interface in https://github.com/Juniper/contrail-ansible/pull/192/files#diff-9d2fb925fe1b373360409b334db877fbR20

but you should configure that parameter through contrailctl.conf as automatic detection would not work always especially container is recreated without rebooting agent node.
