Create Fyre Stencil for Elyra #7

Stencil is up as "IOP-4-Node-4.3.0.0-20170512" Stencil
Go to the "Stencil" Tab of the main fyre page to get access to the beta.

Had to make the stencil private again due to issues with provisioning and IP / hostname setup.
The way fyre currently brings up a new cluster is literally an image, which means it doesnt handle IP/hostname changes well.
Working with Josh Abbe, atm to allow a bootup script to run for fyre nodes on startup to install, either that or a daemon that will install and keep cluster updated with latest build, but will require a lot more work to keep idempotent. So leaning toward option one for now and option two for stretch.
Also bringing up the movement of elyra-resources, suggest moving it into a dev directory of elyra now to make things simpler.

The team decided to close this issue for the following reasons...

  1. The fyre team is unable to focus reported issue.
  2. The ansible scripts essentially supersede the need for a stencil. See Issue Automate dev environment setup #6.
