(Notebook council) Vote to merge the Notebook weekly meeting with the Lab weekly meeting

This proposal calls for merging the Notebook weekly meeting with the Lab weekly meeting, as discussed previously here (Lab) and here (Notebook).

The meeting name will be decided later, but "Jupyter Frontends" will be used tentatively until a decision can be made.

Looks like we've had a majority of approvals for a while. Also the proposal for merging the JupyterLab and Notebook subprojects discussed in jupyter/governance#200 has now been approved and merged.

We may want to follow-up with the next steps in jupyterlab/frontends-team-compass#230 directly. So closing this issue in favor of jupyterlab/frontends-team-compass#230.
