"Restart and Run all" option is halting at the error cell

When we are selecting the option "Restart and Run all cells" it is getting halted at the cell in which there is error. But if that cell in which error occurred is independent from other cells, ideally it shouldn't stop there. So I think it should try to run all the cells, instead of getting halted at error cell.

Also if it can show the correlation between cells while halting at error, will be more helpful. For example if cell 2 is halted because if error in cell 1, if it can throw that in error message it is helpful.
