kernel error in jupyter notebook #5074

Hi guys,

Everytime I open my jupyter notebook via cmd i can´t run it, always get the error:
I installed the python version 3.7.4 32bit and it worked pretty well.
Yesterday I installed some packages via pip like this:

python -m pip install --user numpy scipy matplotlib ipython jupyter pandas sympy nose

After installing this, i could not open/run my jupyter notebook anymore.

Tried to uninstall the packages + reinstall the python version (also the 64bit version), did not work...

People have had success running conda install pywin32. Issues #4909 and #4980 may include other tips for resolving this issue.

@SayidRasel This is slightly different. The original issue was due to a DLL load failure, while your issue is a permission denied issue. Please see #5109.
