Describe the bug
This is thanamaya kumar behera from india. while my self using jupyter noteboox in my personal computer. I found a bug while running my code. The problem is about, myself where working with image processing. At first i have get the image and read the pixel, While Printing The pixel, show error. Let me Show of the error and bug.

              When I use (print(Pix_val))  it show the error that **--> ''IOPub data rate exceeded.

The notebook server will temporarily stop sending output
to the client in order to avoid crashing it.
To change this limit, set the config variable
--NotebookApp.iopub_data_rate_limit.
Current values:
NotebookApp.iopub_data_rate_limit=1000000.0 (bytes/sec)
NotebookApp.rate_limit_window=3.0 (secs)''<--**

                When I use only pix_val to print it prints the pixel value.  I have Tried to Work with google collabe with same code it does't show any bug. kindly do the need full to clear the bug and fix in upcomming version (or) update. Let me attach the screenshot below.
