When I run pipenv run jupyter lab the terminal will open up the Signal secure message app rather than my web browser.

Spooky.

All of the browser launching stuff is handled by the webbrowser python package (go here and search the page text for "webbrowser" for the docs), rather than anything in jlab proper.

Did Signal somehow get set as your system's default browser? If not, then somehow the default config for webbrowser has gotten into a weird state. There's a bunch of different ways to manually configure webbrowser. The docs mention the BROWSER env var, and this SO post covers some other ways to do the config
