Update splitPHYLIP

Updating `splitPHYLIP` with improved options parsing, better code organization, and new `-n|--names` flag option for supplying a gene/partitions names list (requires names in same order as partitions). When this list is supplied, sep PHYLIP files split out from orig <inputPHYLIP> will be renamed to corresponding gene/partition name in names file.
