Whenever there is a nested fieldset we get a legend containing a span with a class of "label"

I propose that the same behavior be applied to the top-level legend tags, perhaps with a class of "title", "main" or "top"

This will make the setting of font-sizes a lot easier as span.label inherits normal sizes while you can declare larger fonts on span.title without worrying about the cascade.

Easy enough to tweak - What do you think?

Nevermind, I figured a way to hack it in the css

OK, but FYI: There's a ticket for replacing the span with a label in such cases - which will make it behave like other labels. Closing.
