If: profiles are not active, and the archive send form is enabled, but the captcha on that form isn't enabled, the screen should be cached, but right now, it is not.

There may be a situation where captcha can be enabled for the form, but the screen can be cached, but whoa - let's not get ahead of ourselves (will open up a different issue)
