Send a Message screen, "Send Test" will not pull up saved draft when screen refreshes

There's a strange parameter that gets passed called, "restore_from_draft" - this doesn't seem to get updated from, "0" to, "1" when you initially click, "Send Test", for whatever reason. This will work if you click, "Save Draft" (and will stick).

There's no reason this parameter is needed anymore, and should be counted as a bit of technical debt. Removing it would probably be the best course of action.
