SCIP is now the default solver so that an open-source solver can be used to solve the pytest runs. Now it needs to be installed automatically.
Conda does not seem to work (pyomo.common.errors.ApplicationError: No executable found for solver 'scip').
Tried with wget but the link does not work (commit df84d58).
