k8ssandra-operator v1.9.0 isn't compatible with arm64 due to cass-config-builder

The recent cass-operator upgrade brought an upgrade of cass-config-builder to an ubi7 image, which doesn't have arm64 builds.
This essentially breaks the ability to create clusters on arm64 architectures unless a custom kustomization is created to modify the image config.

We need to override that image by default to use a multi arch one.
