Review k8s versions test

What happened?

The k8s versions test is currently failing on all runs (e.g. here).

Moreover, there are a lot of versions being tested which are EOL'd, these should be removed from the tests if they do not pass.

I also believe that there are going to be issues on 1.28+ because of changes to the way that service account tokens work. We should start testing on those versions to get ahead of these issues. The tests that need to be focused on are multi-cluster tests specifically, so it may be necessary to change the nature of the versions tests if they are testing only single-cluster scenarios at present.

Definition of done

• Version tests work again.
• Any EOL version that fails is removed from the tests.
• 1.27 and 1.28 tests are added.
• Ensure version tests are testing multi-cluster functionality.
• The version compatibility chart on the front page of docs.k8ssandra.io has been updated to reflect the current state.
