Docker build job cleanup #4

Currently dockers are built by a single kahawai.io job. Originally this job rebuilt all dockers each run. This became too time consuming, and currently specific dockers are rebuilt by editing the makefile. We perhaps need multiple docker building jobs that work for groups of related dockers? Or some other strategy?
