The new osbuilder tools image, got switched from openSUSE to Fedora, because the latest packages from systemd are needed for all UKI functionality.

This change seems to work with most other sytems but it doesn't work for Ubuntu 23+

The image for RPi is generated and boots, but it never displays the GRUB menu, just the CLI

⚠️ this issue does NOT block 3.0 release, since it only affects RPi

We need to retry this to see if we have it fixed now in the latest osbuilder

@Itxaka wait, but ubuntu is broken cuz of the kernel ... you mean with other flavors?
