I added a "Step 0" to the notebook to minimize the hurdles that excited ML developers needs to jump through in order to see the RQ-VAE's awsome samples.

Hello @JacobFV . Thanks for your interest & PR !
I read the changes, but the change assume that the user already download this repository.
That is, to use the jupyter notebook, a user has to download the repo using git clone ....

Although I do not merge this PR, I really appreciate your effort and encourage you to improve this open-sourced repository !
