Possible way it could work:
Pool as in all camps
Spawn Chance as in random camps
Ceiling Values - the maximum amount of inf/tech/armour that can be alive. So if you define armour ceiling value as 3, there are already 3 alive and the spawn chance falls on armour, it will revert to one of the other two instead.

A random camp that works similar to an on demand one so that defence
missions do not suffer from having exactly the same units coming at you
every x minutes

This feature won't be implemented. Instead you will be able to override the spawn condition and numbers with a custom function.
