Possible way it could work:
Pool as in all camps
Spawn Chance as in random camps
Ceiling Values - the maximum amount of inf/tech/armour that can be alive. So if you define armour ceiling value as 3, there are already 3 alive and the spawn chance falls on armour, it will revert to one of the other two instead.

missions do not suffer from having exactly the same units coming at you
every x minutes
