1.16: Rewrite is not working?

Hey there im trying to use Rewrite_To in handlers.yml but it's not working...

insult:
Bypass_With_Permission: "chatcontrol.bypass.insult"

Staff_Alert_Message: "&8[&c{player}&8] tried to insult! : &f{message}"

Staff_Alert_Permission: chatcontrol.notify.insult

Rewrite_To: "GoodGame!"

Ensure that you are not using Replace or rewrite somewhere else. Beyond that I am unfortunately too busy to provide support except for getting ChatControl Pro working for 1.19. It's been out of support for over a year.
