Fix defeated house bill check #2

Currently commented out functionality. Was using the current position and Clerk of the House to say that the bill is defeated. This doesn't work during an active session.

Look at the Action column on the webpage to determine what is happening when the bill is with the clerk to see if the bill has been defeated.

This is also an issue when a bill is passed from one house to the other. The Secretary for the opposite house is the location when a vote passes.

This will be fixed in the next update. Will be adding a column to the committee worksheet that is for the actions taking place.
