Old bug tracker, https://rt.cpan.org/Dist/Display.html?Queue=Server-Starter , has some unresolved bugs.

Thank you for the notice.

Regarding your issue (I assume you want a fix for https://rt.cpan.org/Public/Bug/Display.html?id=102936), it is unlikely that Server::Starter would ever work on Windows (since it relies on fork(2) and exec(2) preserving the sockets.
