Offline doc browsing

The main menu graphic has an "Online Docs" option. It seems like there would be more sense in having the docs locally so you're not required to have a live internet connection to browse these docs.

I'm considering doing that, but have to check with the Django legal team to see if I can store them locally. Good idea, though!

Docs are in the repo, which has a BSD license: https://code.djangoproject.com/browser/django/trunk/LICENSE

I.e. you're fine if you put the license somewhere
