It would be nice to have an option not to force the sync when running mpm outdated. For instance if you have already run mpm sync or mpm outdated moments ago.

You're right. And I think the base commands shouldn't be calling each others and do stuff behind the back of the user. I'll remove the call to sync entirely in the next mpm release.
