Migrate project to Kubebuilder v3.

Use-Case

This is necessary to use kubernetes/code-generator, allowing us to have client sets, informers, and listers generated for your CRDs. I'll use informers and listers of HTTPScaledObjects when implementing the HTTPSO-based new routing table.
