Retransmissions for broadcast channel

Right now, we don't retransmit messages setting the retransmitter to a silent channel. Instead, we could use the already implemented timed retransmitter and avoid repeating announce/join messages manually. Retransmission time will be bound to the context of announce/join protocol.
