Save credentials when Username-Only Detection is enabled

Expected Behavior

If a login page is set with Username-Only Detection, the extension should allow saving new credentials without a password. In optimal situation, username is remembered and Credential Banner is shown when password is entered on the next page.

Current Behavior

Username without a password does not trigger Credential Banner, nor allow saving credentials manually.
