To reproduce:

  1. Open camera on another camera app eg. Windows camera
  2. Run your application that executes descriptor.OpenAsync
  3. Notice the other camera , the preview freezes <-- problem

You mean in the situation indicated in #15?

#15 is different situation. You may test this out on Windows. Its easy to reproduce, steps above.
