As in the title, whenever I open the particle converter exe, I get this error. It asks if I want to download it, and I already have. What do I do? (I have no skill or knowledge in coding or computer science beyond a little bit of python)

download and install this:
https://download.visualstudio.microsoft.com/download/pr/b7692772-f2fd-4b38-bfc0-fc58948f34f0/1c615597c56348c7b742d2319bc1fe45/windowsdesktop-runtime-3.1.0-win-x64.exe

This is .NET Core 3.1.0
After installing this Particle converter will work, i checked.
