[Windows] Configuration UI ignores SK_UIFontName in locale.xml #1262

The Keyman Configuration UI currently has font names hard coded in css files. This makes it not possible to use the SK_UIFontName property of locale.xml. For example, see splash.css.

It is also important to be able to override CSS for another language, for example to adjust button sizes or layout:

Some of this work will be much easier after we complete replacing the existing XSL transforms model with a modern http-server-based model. That work is scheduled for Keyman 12.

This was resolved in #1609.
