Client and Server are still separate in this onion routing protocol. I think they should be separate libraries, but ultimately whoever runs this software should be able to leverage either or at any given time, and have the same functionality.
An idea would be to have a configuration file that handles all of this, documented with its functionality. And then CLI-flags to select what mode the software is in.
