Happens on Kiali master.
Open Istio Config list page.
Actions -> Create ServiceEntry.
Fill the 'Name' and 'Hosts' fields with correct values.
Leave the Ports untouched.
Ports are required, a warning is shown, but the 'Preview' button is enabled:

In fact, even though Istio docs says that ports are mandatory empty ports are accepted in creation.

RFE: Make Ports non required when 'Add Port' button is not clicked. Keep the validation when button is clicked and loaded row is empty.
