Create Jenkins Job to run perf cypress tests.

A new jenkins job needs to be created to run cypress performance tests for Kiali.
Can be cloned from 'kiali-cypress-tests'.
It needs to run the script "./hack/run-performance-tests.sh -td $TEST_DATA" instead of 'yarn cypress:run:junit'
Jenkins job requires new parameters in addition to 'kiali-cypress-tests':

• CYPRESS_USERNAME - as manually provisioned cluster username can be different than 'jenkins'
• TEST_DATA - number used in running the script above.
