Dye in an item frame

Hi,

If I place a dye in an item frame any player while doing on a sneak + watching the dye can transform my item frame into a colored item frame.
It's annoying because even players without permission in the region can do it.
Is it normal that this action is done with the dyes since usually you have to click ? (which is very good you have to click, only the owner and the members of the region can do it)

I use the latest version of this datapack and Paper 1.15.2.
