I needed to install the Visual Studio 2015, 2017, 2019, and 2022 C++ Redistributable package to run armips without running into an error. While it's reasonable to assume someone building from source is fine, the binaries available on the website do not have that safe assumption. There should be some indication that they require the redistributable, or the installer should be included in the zip if possible.

I do see it in the README pretty far down actually. My bad, but I think it should be somewhere more clear on the website as well.
