Tabular report GUI should allow editing

For at least resources and implements, the tabular-report GUI should (possibly only when an option is provided) allow the user to edit details of existing fixtures and add new ones. If the clunkiness of the interface can be reduced enough, this can replace the "resource adding" GUI app.

The more the turn-running CLI is improved in the area of resource accounting, the less this will be necessary, but I strongly doubt it will reach the point that no editing will be needed, and I would prefer to have an app in this suite rather than needing to edit the XML in a text editor.
