It makes the algorithm and implementation way complex for version 1.

Counter proposal to having eviction event is priority-based eviction for temporary storage:

slightlyoff/StorageDurability#2 (comment) is where that sentiment originated by the way. And it seems about right. When you need to free up storage you don't want to ask a couple dozen domains to sort things out for you before you can get to it.
