Builds Failing due to substition module

As of writing this, we are almost a month behind master.

Failure seems unrelated to the nginx version. yaoweibin/ngx_http_substitutions_filter_module has not been updated in 4 years in salsa. I wonder if pulling it in from there will help...

There is now a new pipeline added to monitor for when this gets fixed upstream: https://github.com/knyzorg/nginx-pagespeed/actions/workflows/classic-build.yml

A temporary fix has been implemented in the meantime.
