Just opening up the issue to have it also listed as an issue. @msimberg worked on this and I merged it in. The backend is now part of testing on Apollo. Will also add it to kokkos-dev-2. Pull request was: #1975

The HPX backend is the fourth fully functional backend including tasking (the other three are Serial, OpenMP and CUDA).
