Using jenkins on 'sulivan' testbed

Initial tests performed using OpenMP backend with GCC 5.3.0 pass successfully, same for Kokkos integrated with Trilinos. This is not yet automated and doesn't use the Threads/other backends.

@hcedwar test bed access in now enabled but the git checkout is not working correctly. We are investigating. Current builds by hand are working. When the git checkout is fixed we will have overnight testing.

Current compilers do not work on compute node of testbed.
Blocked by testbed administration team priorities, is a low priority.
