ℹ️ This issue is part of Epic #48

Context

The default toolbar has three buttons, to move up a block, delete a block, and move down the block.
anim3

Description

It's required to update the button behavior so that when a toggle wants to be moved (up or down), it does so with its nested blocks as well.
