How to create a project?

Hello, I have a complete misunderstanding of how to create a simple project for study and experimentation.
I want to create a bundle with svelte.
I go to your documentation and see links to other projects. But it’s not entirely clear how to create interaction?
Do many other projects specify deploying the project directly from the NodeJs installation?

Could you give complete instructions for creating the project?
