Sign can be destroyed without permission

Breaking the block on which the sign is stuck allows a player to destroy a vote point without the required permission. When a user lacks the permission, the block shall be protected. Otherwise, the block break event should be cancelled and delete-interface should be issued to confirm the deletion.
