In the work aboud landing a space shuttle I found that the “authority_limiter” of control surface does not work

landing a space shuttle without thrust which like https://www.bilibili.com/video/BV1nZ4y1V7zv needs a continuous airbrakes but the ksp only provide a discrete one. so it would be hard to precisely control the airspeed and make the landing weight not flexible.
Then I found the attribute called authority_limiter in the part control_face ,I've tried to use it make the airbrakes continuous but unlucky it turn out to be not worked.
